Group Tour Shopping and Japan Tax-Free in 2026

The Japanese refund is counted per buyer and per passport, on a qualifying purchase of ¥5,000 before tax at one shop on one day — Japan Tourism Agency (checked August 19, 2026).

A tour moves as one group, and the tax-free side is still read one passport at a time. That side changes on November 1, 2026.

Does travelling in a group change how it is counted?

No. The unit is the buyer, and the buyer is the passport registered at the register before the payment is finalised.

A leader, a guide, a coach and a fixed itinerary change the shape of the day. They do not change what the shop records, and the shop records a passport.

Whose purchase is it at the register?

The purchase sits with the passport that was registered, not with the hand that paid. Off a tour those are almost always the same person. On a tour they are not always the same person, and that is where the confusion starts.

So the question of whose purchase it is gets answered by reading the passport, not by reading the payment. Everything downstream — the confirmation at departure, the money coming back — follows that same passport.

What happens at departure for each person?

A terminal reads the passport at departure. A Green result means passing through, and a Red result means the goods are shown — Japan Customs (checked August 19, 2026). Departure has to happen within 90 days of the purchase date.

A group can walk into the airport together and still be doing separate confirmations, because a confirmation is one passport with its own purchases attached. The person who did the shopping and the person whose passport is being read have to be the same person for that reading to show anything.

What changes on November 1, 2026 for people travelling in a group?

• The general goods and consumables split is abolished, so one shop on one day becomes one total for each buyer.
• The sealed bag is gone, so a purchase can be opened and used during the trip instead of being kept shut until departure.
• The tax comes back after the customs confirmation rather than at the register, so the tax-included price is what is paid in the shop.
• The buyer is still the registered passport, and a group does not become a single buyer.
• The former daily ceiling on consumables is abolished.

Purchases up to October 31, 2026 stay under the old system and purchases from November 1, 2026 fall under the new one. There is no transition period, so an itinerary that crosses that date contains two kinds of shopping day.

When does this come up on a tour?

Someone offers to pay for the whole group

Paying is not what the shop registers. The purchase belongs to the passport that was presented, and each buyer's own line is counted on that buyer's own passport.

Your passport is not the one at the register

Then the purchase is not registered to you, and the confirmation at departure will be read from the passport that was.

Your own total looks small on its own

The line is ¥5,000 before tax at one shop on one day. Whether the coach spent a great deal in total is not what is measured.

Two people want to be counted as one

Japan counts per buyer at the register, so two passports are two counts. Neither one is added to the other.

The itinerary puts two shops in one day

Each shop is counted on its own. Receipts from different shops never combine, even when the stops are an hour apart on the same schedule.

You want to open what you bought before the trip ends

From November 1, 2026 the sealed bag is abolished, so a purchase can be used during the trip. For a purchase made up to October 31, 2026, the old system applies to it.

The departure date is fixed by the itinerary

Departure has to happen within 90 days of the purchase date, so a fixed return date is worth checking against the day the shopping happened.

Someone in the group lives in Japan

The system is for non-residents — foreign travellers staying under six months. Residency is a property of the person, not of the tour they are on.

You are buying one expensive item at a shopping stop

A purchase of ¥1,000,000 or more needs a serial number or something similar registered at the shop, and that registration is tied to the same passport as everything else.

The group reaches the airport together

The confirmation is per passport. A Red result means the goods are shown, so goods that are already packed away deep in a case are harder to produce.

Someone leaves Japan on a different date

The confirmation happens where and when that person leaves Japan, counted from that person's own purchase date.

The group is handed one figure for everyone

A single total for a coach is not what the system reads. It reads each buyer's own purchases at each shop on each day.

You are buying gifts to hand out at home

The goods have to leave Japan with the buyer whose passport was registered. Handing them to someone else before departure changes who is carrying them out.

Whether a handling fee is deducted, how many days the refund takes, where the terminals are placed, whether cash remains available, how a mismatch between a card name and a passport is treated, and how the reduced rate is handled are all unannounced as of August 19, 2026.
