What Is Japan Tax Free From November 1, 2026, in 3 Steps?

From November 1, 2026 you pay the tax-included price in the shop and get the consumption tax back after customs confirms your purchase. Here is the full sequence, what improves, and the six things still unannounced.

From November 1, 2026 you pay the full tax-included price at the till, and the consumption tax comes back to you after customs confirms your purchase on the way out of Japan. The shop no longer takes the tax off at the register.

There is no transition period. What decides which rules apply is the date you buy: purchases up to October 31, 2026 follow the old system, purchases from November 1 follow the new one — Japan Tourism Agency (checked August 19, 2026).

What are the three steps from November 1, 2026?

  1. In the shop. You pay the price on the tag, tax included. The shop reads your passport and records the purchase against it. Nothing is deducted, and nothing is sealed.
  2. At the airport, before you leave. You present the same passport at a customs terminal. The screen returns one of two results: a Green judgment lets you walk on, a Red judgment means you show the goods — Japan Customs (checked August 19, 2026).
  3. After the confirmation. The consumption tax is returned. Cash, credit card, smartphone payment apps and approved operators are listed as methods.

The part that surprises people is the cash-flow. Under the old system the discount happened at the register, so your card was charged the lower amount. From November 1 your card is charged the full amount first, and the refund arrives later. Budget for the tag price, not the pre-tax price.

What restrictions disappear on November 1, 2026?

All three were common reasons travellers gave up on tax free shopping altogether.

  • The ¥500,000 daily cap on consumables is abolished. Buying a large amount of cosmetics, medicine or skincare in one day no longer breaks a ceiling.
  • The split between "general goods" and "consumables" is gone, and the sealed bag goes with it. You can open and use what you bought while you are still in Japan.
  • Purchases across those categories now add up toward the minimum instead of being counted in two separate piles.

That last one changes the arithmetic more than it looks. Until October 31, ¥3,000 of cosmetics and ¥3,000 of clothing missed the ¥5,000 threshold on both counts. From November 1 they combine into ¥6,000 and qualify — Japan Tourism Agency (checked August 19, 2026).

What stays the same after November 1, 2026?

Four things are the same on November 2 as they were on October 30:

  • The minimum is still ¥5,000 before tax at one shop on one day — ¥5,500 on the price tag.
  • Receipts from different shops still never combine, even in the same building or the same station.
  • You still have 90 days from the purchase date to leave Japan and clear customs.
  • The refund is still one eleventh of the tax-included price. Pay ¥11,000 and the tax portion is ¥1,000.

A purchase of ¥1,000,000 or more still needs serial numbers or equivalent identifying details registered at the time of purchase. It does not block the sale; it adds a step at the till.

Who is most affected by the change?

You are buying a lot of cosmetics or medicine

This is the group that gains most. The ¥500,000 daily ceiling and the sealed bag both disappear, so a large single-day purchase is possible and you can open what you bought before you fly. Against that, you pay the full amount up front and wait.

Your trip straddles November 1

You will have two kinds of purchase in the same suitcase. Anything bought in October was already discounted at the register and needs nothing at the airport. Anything bought from November 1 was paid in full and needs the customs confirmation. Keep the receipts separate so you know which is which — the airport step only applies to the second pile.

You are on a long stay

The 90-day clock starts on the purchase date, not on arrival. Buy in week one of a four-month stay and the purchase can expire before you fly. Separate shipment of tax-free goods was abolished at the end of March 2025, so the goods leave Japan with you or not at all.

Do I need to keep purchases in hand luggage?

If the terminal returns a Red judgment and everything is already in checked baggage, you cannot produce it. A Red judgment is not an accusation — it is a check that the goods you registered are actually leaving Japan, which is the condition the refund rests on.

Because the money now arrives after this step rather than before it, missing the terminal means there is nothing to collect later.

What has Japan not published yet about the refund?

As of August 19, 2026 these are unannounced. Several of them have confident-looking numbers circulating that do not trace back to any Japanese government source, so we say what is known and where the answer will appear first.

  • Whether a handling fee is deducted, and how much. It would appear on the Japan Tourism Agency (checked August 19, 2026) page or via the Japan Tax-free Shop Association (checked August 19, 2026).
  • Where the terminals sit in each airport and how many there are, including whether they are before or after security.
  • Whether cash is offered in practice, at which airports, and up to what amount.
  • How many days the refund takes between customs confirmation and the money arriving.
  • What happens when the card name and the passport name differ. Nothing on the Japan Customs (checked August 19, 2026) site addresses it.
  • How the reduced 8% rate on food and drink is treated for tax-free purchases.

We check those three sources and update this page with the date we checked when any of the six is published. Until then, "not published" is the accurate answer, and it is more useful than a confident wrong one.

Questions people ask

Do I still get the discount at the register in November 2026?

No. From November 1, 2026 you pay the full tax-included price in the shop, and the consumption tax is returned after customs confirms your purchase at departure.

I am buying on October 30 and flying out on November 5. Which rules apply?

The old rules. The purchase date decides, not the departure date, and there is no transition period. The tax comes off at the register on October 30 and there is nothing to collect at the airport for that purchase.

How much money actually comes back?

The consumption tax inside a tax-included price is one eleventh of that price. Pay ¥11,000 and the tax portion is ¥1,000. Whether a handling fee is deducted from that has not been published as of August 19, 2026.

Is the minimum ¥5,000 or ¥5,500?

Both, depending on which price you are reading. The minimum is ¥5,000 before tax at one shop on one day, which appears as ¥5,500 on a tax-included price tag.

Can I still buy tax free if I am not a foreign passport holder?

Tax free shopping is for non-residents, broadly people who have been in Japan for less than six months. Japanese nationals living abroad can also qualify, but the test is different and needs documents that cannot be produced at the till.

What happens if I skip the customs terminal?

There is no refund to collect later. Under the new system the confirmation is the step that releases the money, so leaving the airport without it ends the process.
