Japan Tax Refund 2026: Can One Passport Handle a Whole Tour Group?

From November 1, 2026, each buyer in a tour group must carry their own tax-free goods to the terminal, and the refund depends on customs confirming them.

From November 1, 2026, a tour group's tax-free purchases are recorded one sale at a time, and each refund waits until customs confirms the goods at the airport or seaport. The group leader can organize the shopping, the receipts and the timing, but the refund rests on each purchase record and on the buyer carrying those goods out, not on whoever holds the group's passports. The Japan Tourism Agency (checked August 19, 2026) states that tax-free treatment is established only when the buyer brings the goods to the airport or seaport and receives the customs check. Whether one traveller can run the terminal for several people's purchases, or whether a single passport can cover a whole group, was not published as of August 19, 2026. Until the operator says otherwise, plan on every buyer carrying their own goods and stopping with their own passport.

How does a group purchase become a refund record?

  • At the counter the shop checks that the buyer qualifies and creates a purchase record for each sale, paid at the tax-included price.
  • The buyer carries the goods to the airport or seaport. Tax-free treatment exists only if the buyer does this and receives the customs check.
  • At the customs terminal a passport is read. Green means the traveller passes; Red means the goods must be shown, according to Japan Tourism Agency (checked August 19, 2026).
  • Customs confirms the goods on each purchase record, and the operator obtains the customs confirmation information for that record.
  • The shop keeps that information and pays back the consumption tax equivalent, itself or through a refund operator, as the Japan Tax-free Shop Association (checked October 7, 2026) describes.

What changes for a group on November 1, 2026?

  • The tax stays in the price at the register, so every member's refund waits for a departure check that is tied to that member's own purchases.
  • Confirmation is judged per purchase record. If one item on a record cannot be confirmed, none of the items on that record are tax-free, so a single missing item can spoil a whole record.
  • Separate shipping ended on March 31, 2025, so goods bought by the group have to leave Japan with the buyers who carry them.

What stays the same for a group?

  • Consumption tax is 10%, and the part inside a tax-included price is one eleventh: 909 yen on a 10,000 yen purchase.
  • Only non-residents qualify, meaning travellers who have stayed in Japan for less than six months.

Which group situation is yours right now?

The tour leader offers to hold everyone's passports

The terminal reads a passport, and the pages we checked describe the buyer carrying the goods to the airport. A leader who keeps the passports in one folder can help with the paperwork, but the purchases still belong to each buyer. Whether one passport can cover several purchases was not published as of August 19, 2026, so keep each traveller's passport and goods together and ask the shop before the trip.

Each member buys at a different shop on the same day

The threshold is counted at one store on one day, and purchases at different stores cannot be added together. Each store keeps the customs confirmation information for its own records and pays its own refund, directly or through a refund operator. One departure can therefore lead to refunds from several payers, each based on that shop's records, so keep each receipt with the buyer whose goods it covers.

Two members pool their purchases to reach the threshold

The pages describe the threshold as 5,000 yen before tax, or 5,500 yen with tax, at one store on one day. They also say that purchases at different stores cannot be combined. Whether two members' purchases at the same store may be counted together was not published as of August 19, 2026. Until the shop confirms it, check the threshold on each buyer's own receipt.

The group stops at a drugstore and a department store in one afternoon

Each store creates its own purchase records, so one afternoon in two shops produces two separate sets of records. A shortfall at one shop does not reduce the other shop's records. Keep the receipts from each shop apart at the terminal. For drugstore items, see the drugstore checkout.

One member gets Red while the others pass with Green

Red means the goods themselves are shown, and only the purchase record of that buyer depends on that check. Because confirmation is judged per purchase record, a problem with one buyer's goods does not by itself decide another buyer's record. Preparing the goods so they can be lifted out quickly is covered on getting ready for a Red result.

Several members share one suitcase for their goods

Goods can only be confirmed when they are in front of customs, and one unconfirmed item removes the whole record from tax-free treatment. A shared suitcase does not change whose record each item belongs to, so label each buyer's goods with that buyer's receipt. Whether mixed packing is treated differently was not published as of August 19, 2026.

A member's card is in a spouse's name

The refund methods the association lists include credit cards, code payment apps and routes through an approved operator. How a refund is paid when the card holder and the buyer are different people was not published as of August 19, 2026, and the handling of name mismatches is also unannounced. Check with the shop before the day, and see name mismatch.

The group leaves from two different airports

The customs check happens at the airport or seaport where the goods leave Japan, so each buyer's goods must travel to the airport that buyer leaves from. Flights that switch airports inside Japan are covered on domestic connections, and the terminal stop belongs to the final international departure.

One member is a resident of Japan

Eligibility is limited to non-residents, meaning travellers who have stayed in Japan for less than six months. A group that includes a resident can still shop together, but that member's purchases do not qualify. The counting rule is set out on the six-month rule.

The group cannot leave on the day it planned

Without a departure there is no customs check and no customs confirmation information. What happens to purchases when a flight is missed is covered on when you cannot leave Japan, and the group should read it before deciding which member carries which goods.

A member buys gifts for relatives at home

Gifts bought in a tax-free shop follow the same chain: the buyer carries them out, customs checks them, and the shop refunds afterwards. Posting them home from Japan is no longer an option, because separate shipping ended on March 31, 2025. Rules for goods bought for someone else are on buying for someone.

The tour guide asks the group to register for refunds

The association says travellers will need refund-registration guidance, and that the method of registering and of giving that guidance should be confirmed with the approved sending and receiving operator or the refund operator. A guide who collects details for the whole group should check with those operators first, and see the registration flow for the steps as they are published.

The group's shop is not tax-free

Not every shop takes part, and a shop that is not tax-free cannot create a refund record for the goods. Ask each shop before buying rather than after the group has packed. See when a shop is not tax-free.

A member wants to leave some goods behind for a later trip

Goods that stay in Japan cannot be confirmed at departure, so they do not produce customs confirmation information. The pages describe tax-free treatment only when the buyer brings the goods to the airport or seaport and receives the customs check. Decide before the trip which goods will leave with the buyer on this trip.

What is not published about group purchases?

As of August 19, 2026, the following had not been published: whether one traveller may stop at the terminal for several people's goods; whether one passport can cover a whole group; whether purchases by different members at the same store can be counted together toward the threshold; whether a leader may be recorded as the buyer of other people's goods; how a refund is paid when the card holder and the buyer differ; whether cash remains a refund method; whether a handling fee is deducted; and how many days the refund takes. The pages checked describe none of these as settled, so the answers belong to the shop and its operator until the Japan Tourism Agency, the association or customs publishes them. The list of open points tracks each one.

What do group travellers ask about the one-passport problem?

Can one passport read cover every purchase my group makes?

Not as far as the pages go. The terminal reads a passport, and the pages describe the buyer carrying their own goods to the airport. Whether one passport can cover several buyers was not published as of August 19, 2026.

Who should carry the goods when a group leaves together?

The buyer of each purchase carries those goods. The pages say tax-free treatment is established only when the buyer brings the goods to the airport or seaport and receives the customs check.

Can the tour leader be recorded as the buyer for everyone?

That is not confirmed. The pages describe the buyer carrying the goods, and whether a leader may be recorded as the buyer of other people's goods was not published as of August 19, 2026.

Does the group's combined spending count toward the threshold?

The pages describe 5,000 yen before tax, or 5,500 yen with tax, at one store on one day, and say that purchases at different stores cannot be added together. Whether members' purchases at one store can be combined was not published as of August 19, 2026.

What happens if one item on a purchase record cannot be confirmed?

None of the items on that purchase record are tax-free. The check works per record, so other buyers' records are judged on their own.

Who pays the refund for a group purchase?

The shop, or a refund operator acting for the shop, on the basis of the customs confirmation information for that purchase record.

Do all members have to stop at the terminal together?

The pages describe a check for each purchase record and each buyer's goods. They do not describe a group stop, so each buyer should plan to pass the terminal with their own goods and passport.

Is the group leader responsible for refund registration?

The pages say travellers need refund-registration guidance and that the way to register should be confirmed with the operator. The leader can ask on the group's behalf, but the operator sets the method.

Does a group tour change the consumption tax?

No. The consumption tax is 10%, and the part inside a tax-included price is one eleventh, so 909 yen on a 10,000 yen purchase.

Can a member who lives in Japan join the refund?

Eligibility is limited to non-residents, meaning travellers who have stayed in Japan for less than six months. A resident member does not qualify.

Can a group send its goods home before departure?

No. Separate shipping by the shop ended on March 31, 2025, so the goods must travel with the buyer to the terminal.

Who should we ask before the trip?

The shop where you buy, and its approved sending and receiving operator or refund operator. The official rules are on the Japan Tourism Agency page and the association's refund page.

Where did these rules come from?

  • Japan Tourism Agency, Consumption Tax Tax-free Shop page: the refund system from November 1, 2026, tax-free treatment only when the buyer brings the goods to the airport or seaport, and the separate per-record rule (checked August 19, 2026 for the effective date and October 15, 2026 for the carry-in and per-record rules).
  • Japan Tax-free Shop Association, refund system page: the roles of the shop, the approved sending and receiving operator and the refund operator, and the guidance travellers need for refund registration (checked October 7, 2026).
  • Japan Customs: the customs terminal reading the passport and the Green and Red results (checked August 19, 2026).
