Japan Tax-Free 2026: Check In Your Bag Before the Terminal?

No. Keep tax-free purchases with you until the customs terminal gives its result: the step cannot be done after check-in, and a checked bag cannot be pulled back.

No. Keep tax-free purchases out of the checked bag until the customs terminal has given its result: the step cannot be done once the purchases are checked in, and a checked bag cannot be pulled back for it — Japan Tourism Agency, information for travellers (checked November 2, 2026).

From November 1, 2026 that confirmation at departure is what releases the refund on a purchase of ¥5,000 or more before tax at one shop on one day — Japan Tourism Agency (checked November 2, 2026).

Where should the shopping be when you reach the terminal?

Within reach. All the purchases must be with you when you use the terminal, a Red result means the goods themselves are shown, and a bag that has gone over a counter cannot be pulled back — Japan Tourism Agency (checked November 2, 2026).

That leaves the trip with one arrangement that holds whichever result appears: the purchases stay in the luggage that stays with you, the result is read, and the hold is decided afterwards. Japan Customs published a map of the confirmation points on October 23, 2026 — Japan Customs map (checked October 25, 2026). The Japan Tourism Agency places the terminals and the customs inspection area before baggage check-in, in the international departure lobby or similar — Japan Tourism Agency, information for travellers (checked November 2, 2026).

How does the confirmation work?

A short list of published lines describes it.

  • The tax-included price is paid in the shop, and the tax comes back after the customs confirmation at departure.
  • A passport is read at a terminal. A Green result means passing through, and a Red result means the goods are shown.
  • The buyer is a non-resident, such as a foreign visitor on a short-stay status, within six months of entry.
  • The minimum is ¥5,000 before tax, counted per buyer, per shop, per day.
  • The confirmation at departure happens within 90 days of the purchase date, and what comes back is one eleventh of the tax-included price.

The second line helps decide which bag your shopping belongs in, because it asks for an object rather than a number, a date or a status. The official pages add that all the purchases must be with you at the terminal.

What if the purchases are already in the checked bag?

The official pages answer this directly. All the purchases must be with you when you use the terminal, so the procedure cannot be done after they are checked in, and a checked bag cannot be pulled back for it — Japan Tourism Agency FAQ for travellers (checked November 2, 2026).

The refund follows the customs confirmation, so goods that miss it do not get the refund. What can be planned is the order: terminal first, bag drop second.

What changed on November 1, 2026?

Purchases up to October 31, 2026 stay under the old system, and purchases from November 1, 2026 fall under the new one, with no transition period between them. Under the old system the tax was taken off at the register.

  • The tax is paid in full in the shop and returned after the customs confirmation at departure.
  • The general goods and consumables split is abolished, so one shop on one day becomes a single total for each buyer.
  • The sealed bag is gone, so a purchase is no longer marked out by its packaging.
  • The former daily ceiling on consumables is abolished.

None of those changes moves the moment when the goods have to be within reach, and none of them changes what a traveller is asked to produce when the result comes back as Red.

What stays the same?

The parts that decide where your shopping sits during the airport morning are the parts that are not changing.

  • The passport is shown at the time of purchase, and the purchase is recorded against it.
  • The goods leave Japan with the buyer, and the confirmation happens at departure.
  • A Red result means the goods are shown, so they have to be somewhere they can be produced.
  • The minimum is ¥5,000 before tax — ¥5,500 on a tax-included tag — counted per buyer, per shop, per day.
  • Receipts from different shops do not combine as a rule, so a day spent in several shops usually stays several separate counts. The exception: when a shop entrusts its procedure to a tax-free counter, the counter may add up one person's same-day purchases from several shops toward the minimum — Japan Tourism Agency (checked November 2, 2026).
  • The system is for non-residents, foreign travellers on a listed status such as short-stay, within six months of entry, and the passport that was registered is the passport that is read.
  • Separate shipment was abolished at the end of March 2025.
  • An item of ¥1,000,000 or more before tax needs a serial number or something similar registered at the shop.

When does this come up?

Your suitcase arrives from the hotel with the shopping already inside

The shopping went in before there was any reason to think about a terminal. Taking those items out and keeping them with you before the bag goes over the counter is what keeps a Red result answerable, and it costs nothing at all if the result turns out to be Green.

The purchase is a liquid or a cosmetic that cannot stay in the cabin

What may be carried into a cabin is decided by airline and airport security rules, which are a different set of rules from this one, and neither the Japan Tourism Agency nor Japan Customs publishes how the two meet. On this side, the terminal stands before baggage check-in and all the purchases must be with you there, so the liquid reaches the terminal with you and goes into the checked bag afterwards. Nothing stands in for the goods: one missing item rules out that whole receipt, and showing a postal receipt or shipping slip does not count either — National Tax Agency Q&A, question 43 (checked November 2, 2026).

You bought something large, such as an appliance

The terminal stands before baggage check-in and all the purchases must be with you there, so a large box comes to the terminal with you and goes to the bag drop afterwards. You can buy only what you can carry out of Japan yourself — Japan Tourism Agency (checked November 2, 2026).

Your flight is early and the counters are crowded

A queue changes when you check in, not what the confirmation asks for. If the purchases are in the luggage you keep, a rushed check-in does not settle anything on your behalf, and the result can still be read whenever you reach the terminal.

You have a domestic connection before the international leg

The confirmation happens at the last airport you leave Japan from, not at the domestic one. If luggage is checked through at the first airport, it is out of reach at the second, and that is the state worth thinking about before the first counter rather than after it.

The purchases are mixed into a family member's bag

A purchase is recorded against the passport shown at the shop, and the terminal reads that same passport. If those goods sit inside someone else's checked bag, the passport being read and the goods are in two different places. Keeping each person's purchases with that person keeps the two together.

You sent your luggage from the hotel to the airport

Luggage sent ahead arrives without you, and the purchases inside are not with you until you collect it. Whether it can be collected before the confirmation depends on the service and the airport, and that is not something published on the tax-free side.

The result was Red and the bag is already checked

The Japan Tourism Agency FAQ covers this case: a checked bag cannot be pulled back, and the procedure has to be done before the bag is handed over (checked November 2, 2026). So plan on those goods not being confirmed, which means no refund on them.

You shopped at several shops on the same day

As a rule receipts from different shops do not combine, so one day of shopping is several separate counts on one passport. All of them are read at the same departure, which means all of them are goods that could be asked for.

You bought it the evening before departure

A late purchase is confirmed in the same way as an early one, and the 90 days are counted from the day after the purchase. The only real difference is that there is less time to repack, which is a reason to decide where the item goes while you still have room to move it.

The item is expensive and you would rather not carry it

An item of ¥1,000,000 or more before tax needs a serial number or something similar registered at the shop, and that registration does not change what the confirmation asks to see. An expensive item that is out of reach is in the same position as anything else that is out of reach.

The sealed bag is gone and you cannot tell which items are the tax-free ones

The sealed bag was abolished on November 1, 2026, so packaging no longer marks a purchase out. Keeping the registered purchases together in one place is what takes over from the packaging as a way of finding them.

You do not know where the terminal is

Japan Customs published a map of 78 confirmation points, 41 at airports and 37 at seaports, on October 23, 2026, so the departure airport can be looked up before the trip — Japan Customs map (checked October 25, 2026). The screen shows Green or Red. The arrangement that does not depend on that detail is the one already described: the purchases stay with you until the result has been read.

What was unannounced in August, and what is known now?

Six points about the refund were unannounced in August 2026. Five now have at least a partial answer from an official page, a shop or a refund operator. The sixth, the refund on goods at the reduced 8% rate: 8% goods qualify, and the official texts give no formula for the amount.

  • Fees. The government takes no fee, and no rule says whether the traveller or the shop bears an operator's fee — Japan Tourism Agency, FAQ for tax-free shops, question 17 (checked November 2, 2026). PPIH, which runs Don Quijote, charges no refund fee; taking the refund as airport cash brings the cash operator's fee — PPIH announcement of October 5, 2026 (checked October 25, 2026).
  • Terminal locations. A map of 78 confirmation points, 41 at airports and 37 at seaports, was published on October 23, 2026. The screen shows Green or Red.
  • Cash. No government rule covers it. Cash Japan hands over yen at six airports after deducting 10% of the refund amount, about 1% of the price — Cash Japan announcement of October 19, 2026 (checked October 25, 2026). Self Tax Refund pays yen at Haneda, Narita and Naha after fees. Which one applies depends on the shop's refund operator.
  • Days until the money arrives. No government rule; it differs by operator.
  • A card name that differs from the passport. No government rule; some shops and operators ask for a card in the traveller's own name.
  • The reduced 8% rate on food and drink. The minimum counts 8% and 10% goods in one before-tax total — National Tax Agency Q&A (checked November 2, 2026). 8% goods qualify, and the official texts give no formula for their refund.

The map is the point this page keeps coming back to. It tells you which airports have a confirmation point; keeping the shopping with you until the result is read still works wherever the point sits relative to the check-in counters.

Questions people ask

Should the purchases be in my checked bag or with me?

With you. The procedure cannot be done after check-in, and a checked bag cannot be pulled back.

Where are the terminals in the airport?

Japan Customs published a map of 78 confirmation points on October 23, 2026. They stand before baggage check-in, in the international departure lobby or similar.

Are the terminals before or after the check-in counters?

Before. The Japan Tourism Agency says the terminals stand before baggage check-in, in the international departure lobby or similar. Keep the purchases with you until the result has been read.

What does a Red result mean?

The goods are shown.

What does a Green result mean?

Passing through.

What happens if my goods are already checked in?

The procedure cannot then be done for those goods, and the official pages say a checked bag cannot be pulled back for it.

When does the confirmation happen?

At departure, within 90 days. Day 1 is the day after you buy, and a November 1 purchase can be confirmed until January 30 — National Tax Agency Q&A, question 36 (checked November 2, 2026).

What is the minimum?

¥5,000 before tax, per buyer, per shop, per day.

How much comes back?

One eleventh of the tax-included price, before any fee the shop or its refund operator deducts.

Is the tax taken off at the register?

From November 1, 2026 the tax-included price is paid in the shop and the tax comes back after the confirmation.

Can I post the item home instead?

No. Separate shipment was abolished at the end of March 2025.

Can the purchase be opened during the trip?

The sealed bag was abolished on November 1, 2026, and nothing bans opening as such, but consumables consumed in Japan cannot get the customs confirmation or the refund, and separating goods from a box that is part of them may stop customs identifying them — National Tax Agency Q&A, question 39 (checked November 2, 2026).

Do purchases from two shops add up?

As a rule, no. The exception is a shop that entrusts its procedure to a tax-free counter: the counter may add up one person's same-day purchases from several shops toward the minimum.

Is a fee taken out of the refund?

The government takes no fee, and no rule says whether the traveller or the shop bears an operator's fee. Some charge nothing, and Cash Japan deducts 10% of the refund amount when you take airport cash.

Where are the rules published?

The Japan Tourism Agency and Japan Customs.
