Why is the category question less important than it looks?
Because the general goods and consumables split is abolished on November 1, 2026. A basket of supplements and a basket of supplements plus a bag are now the same thing for the threshold: one total, one shop, one day.
Before the change, whether something counted as a consumable decided which pile it went into and whether either pile cleared ¥5,000. That question is gone.
What is decided at the register rather than by you?
- Which rate the item carries. The till applies it; we do not set out that line here.
- Whether the purchase is registered for tax free. Hand over the passport before payment is finalised.
- Whether the identifying-details step applies. A purchase of ¥1,000,000 or more needs serial numbers or equivalent details registered at the time of purchase.

- The ¥500,000 daily cap on consumables is abolished on November 1, 2026, which matters for a large supplement haul.

What does the customs step mean here?
You present the passport the purchase was registered against, and a Green judgment lets you walk on while a Red judgment means showing the goods — Japan Customs (checked August 19, 2026).
Supplements are bought to be taken, which makes them one of the categories where a registered purchase can quietly stop existing before you fly. Keep enough of it to present.
When does this actually matter?
You are buying a course to last months
The cap is gone, so quantity is not the constraint. The 90-day window and the goods-still-with-you condition are.
You started taking them on the trip
That is allowed from November 1, 2026. Keep the bottle and the box rather than finishing and discarding them.
Your basket mixes supplements with cosmetics
They add up as one total in that shop on that day, so the mixed basket is easier to qualify than it used to be.
You are buying for family at home
The goods have to leave Japan with you. Anything handed over inside Japan is outside the refund.
You are comparing two drugstores
Compare, then buy in one. Receipts from different shops never combine toward the minimum.
You want to know the refund before buying
For a 10% item it is one eleventh of the tax-included price. For anything at the reduced rate the treatment is unannounced as of August 19, 2026.
You are unsure which rate applies
Ask at the till. It is the shop that applies the rate, and the answer is on the receipt.
You are buying a large single order
A purchase of ¥1,000,000 or more adds the identifying-details step at the till. It is slower, not disqualifying.

How the reduced 8% rate is treated for tax-free purchases is unannounced as of August 19, 2026, so the refund on any reduced-rate part of a supplement basket cannot be stated. Whether a handling fee is deducted and how many days the refund takes are unannounced as well.
