The Four Steps at a Japanese Register in 2026, in Order

From November 1, 2026 four things happen at the till, and the order is what decides whether a ¥5,000 purchase is registered at all. The tax is no longer deducted there; it comes back after customs confirms the purchase at departure — Japan Tourism Agency (checked August 19, 2026).

Most of what goes wrong is not a rule you broke. It is a step that happened in the wrong order.

What are the four steps?

1. Say you want the tax-free process before the sale is rung up. That is the step people skip.
2. Hand over the passport. The purchase is recorded against it, and that record is what the airport later reads.
3. Pay the tax-included price. Nothing is deducted and nothing is sealed.
4. Take the receipt and keep it with the passport. They travel together to the terminal.

Why does the order matter more than it used to?

Because under the old system the register did the whole job. The discount happened there, so if it did not happen you noticed immediately at the price.

From November 1 the register only records. Nothing looks different on the receipt total whether the purchase was registered or not, so a missed step is invisible until the airport.

What happens after the till?

At departure you present the same passport at a customs terminal. A Green judgment lets you walk on; a Red judgment means showing the goods you bought — Japan Customs (checked August 19, 2026).

That confirmation is what releases the tax. A purchase that was never registered has nothing for the terminal to find.

What does not change at the register?

Where does the sequence break?

You mention tax free after paying

The sale is finished. A purchase that was not registered at the time cannot be attached afterwards, and going back with the passport does not fix it.

Your passport is in the hotel safe

Step two cannot happen, so steps three and four are just an ordinary purchase. Carry the passport on any day you plan to shop.

The shop asks for the passport at a separate counter

Some shops run the process away from the till. Ask where it happens before you queue, not after.

You are paying with someone else's card

The card does not decide the buyer. How a name mismatch is handled is unannounced as of August 19, 2026, so keep payment and passport on the same person.

Your basket is close to the line

Add to it before step three. Once the receipt prints, the total is fixed and another receipt will not combine with it.

You are buying for two people

Ask for two transactions before the sale starts. One receipt is registered to one passport.

The shop does not run the process

Then the purchase is an ordinary one. Ask before you build a basket around it.

You already have receipts from earlier in the day

Same shop and same day combine; different shops never do. That is decided by where you are standing, not by the order of your errands.

What is unannounced about the till as of August 19, 2026?

Whether a handling fee is deducted from the refund is unannounced as of August 19, 2026, so the amount you will actually receive is not something the receipt can tell you.
