Does a Photo of Your Passport Work at the Register in 2026?

A photo will not do. A qualifying purchase of ¥5,000 before tax is recorded against the passport itself at the till, and the same passport is read at the customs terminal when you leave — Japan Tourism Agency (checked August 19, 2026).

From November 1, 2026 those two moments are what release the money, so the document has to be physically present at both.

Why does the passport have to be the original?

Because it is not being read as proof of identity alone. It is the key the purchase is filed under. The shop registers your purchase against that passport, and the terminal at departure looks up what was filed under the same one.

A photo or a photocopy cannot be read at either point. There is nothing for the shop to attach the purchase to, and nothing for the terminal to match it against.

What do you actually do at each of the two moments?

1. At the till. Hand over the passport before payment is finalised. You pay the full tax-included price, and the purchase is recorded against the passport. Nothing is deducted and nothing is sealed.
2. At the airport, before you leave. Present the same passport at a customs terminal. A Green judgment lets you walk on; a Red judgment means showing the goods — Japan Customs (checked August 19, 2026).

The order matters. If the payment is finished before the passport is presented, the purchase was not registered, and there is nothing at the airport to confirm.

What changes about the document from November 1, 2026?

Nothing about needing the original. What changes is the consequence of not having it.

• Under the old system the tax came off at the register, so the passport did its work once and the airport step did not exist.
• From November 1 the money is returned after the customs confirmation, so the passport has to be produced twice.

In practice this means the passport moves from a checkout formality to something you need reachable on departure day, not packed in a checked bag.

What has not changed about who the passport must belong to?

• Tax free is for non-residents, broadly people who have been in Japan for less than six months.
• The purchase belongs to the passport presented, not to the card that paid.
• The minimum is ¥5,000 before tax, per buyer, per shop, per day. That is ¥5,500 on the price tag.
• The 90 days run from the purchase date, for each purchase separately.

When does the document itself cost people the refund?

You left the passport at the hotel

The purchase cannot be registered later. Going back to the shop with the passport afterwards does not attach an already-finished sale to it.

You showed a photo on your phone

It cannot be read at the till or at the terminal. Carry the passport itself on any day you plan to shop.

You packed it in checked baggage on departure day

You need it at the terminal, and if the judgment is Red you need the goods too. Keep both reachable until the confirmation is done.

Someone else is carrying your passport for you

The person buying has to present their own. A purchase filed under one passport cannot be confirmed with another.

Your passport is renewed between buying and leaving

The purchase was filed under the passport used at the till. If the document changes before departure, raise it at the terminal rather than assuming the lookup will find it.

You are shopping on the day you arrive

The passport is in your hand anyway on arrival day, which makes it the easiest day to get the registration right. The 90-day clock also starts that day, so an arrival-day purchase has the shortest runway on a long stay.

You are buying at a shop that asks for the passport after payment

Say so before the sale is finalised. Once the receipt is printed without the registration, the purchase is outside the system and nothing at the airport can bring it back.

The card and the passport are in different names

What is unannounced about the document check?

The treatment of a name mismatch between the card and the passport is also unannounced, and so is whether a handling fee is deducted.
