  • ¥5,000Minimum before tax, per shop, per day
  • Nov 1, 2026The new system starts
  • 1 / 11Of the tax-included price comes back
  • 90 daysTo leave Japan after the purchase

From November 1, 2026, a buyer at a Kawaramachi tax-free counter pays the tax-included price, and the consumption tax is refunded only after customs confirms that the goods have left Japan. Purchases made on or before October 31, 2026 still follow the old system, so the same loop of counters works under two different rules depending on the date.

This article covers what a traveller sees at each counter from November 1, 2026, and what stays the same. It does not give a handling fee rate, a refund day count or a cash arrangement, because those items were not published as of August 19, 2026.

How does a refund work for a loop of counters from November 1, 2026?

At each counter you pay the tax-included price, and nothing is taken off at the register. The refund follows the customs check at departure, which the Japan Tourism Agency (checked October 12, 2026) describes as the new refund system from sales on November 1, 2026. Each counter creates its own purchase record, so a loop of several counters leaves several separate records behind.

Which steps does the shop handle, and which does a refund operator handle?

The Japan Tax-free Shop Association (checked October 12, 2026) describes three roles under the refund system.

  • The shop checks that the buyer qualifies and creates the purchase record.
  • An approved sending and receiving operator, or the shop's own system, sends the purchase record to the National Tax Agency and receives the customs confirmation.
  • After the customs confirmation, the consumption tax equivalent is refunded by the shop or by a refund operator, by credit card, QR code payment, cash or another method.

The shop decides which arrangement it uses, choosing among pattern A (the approved operator refunds), pattern B (a different refund operator refunds) and pattern C (the shop refunds directly). A traveller in the same loop can therefore meet different operators at different counters.

What changes for a traveller on November 1, 2026?

  • The refund system starts with sales on November 1, 2026, and the refund is paid after the goods are confirmed to have left Japan.
  • Tax is no longer taken off at the register, so the price you see at the counter is the tax-included price.
  • The customs check at departure has a 90-day limit under the new system, and travellers are given new guidance on registering a refund destination.

What stays the same for a traveller?

  • The consumption tax rate is 10%, and the tax inside a tax-included price is one eleventh of the price. A price of 10,000 yen contains 909 yen of tax.
  • The goods must leave Japan before any refund is paid, so the customs confirmation is still the step that makes a refund possible.
  • The reduced rate of 8% applies to food and drink, but how it is treated for tax-free purchase has not been published as of August 19, 2026.

Which of these scenes matches your loop of counters in Kawaramachi?

You buy at one counter on October 31, 2026 and at another on November 1, 2026

One loop can straddle the cut-off. A purchase made on October 31, 2026 follows the old system, and one made on November 1, 2026 follows the new one, so keep each receipt with its date.

You buy at two counters on the same afternoon

Each counter creates its own purchase record. Keep the receipt from each counter separately, because the records are created per purchase.

You plan to leave Japan within the 90-day limit

The customs check at departure has a 90-day limit under the new system. Plan the leaving date so that the customs check happens inside that window.

You want the refund in cash at the airport

Whether cash is available at the airport has not been published as of August 19, 2026. The Association lists cash among the refund methods operators may offer, but it does not say which operators offer it.

You want to know how many days the refund takes

The number of days a refund takes has not been published as of August 19, 2026. Ask the counter which operator will refund you, and ask that operator for its timing in writing.

You want to know whether a handling fee is taken from your refund

Whether a handling fee is deducted from a traveller's refund, and at what rate, has not been published as of August 19, 2026. The Association lists fees and monthly charges as costs a shop compares when it chooses an operator.

Your name on the card does not match your passport

How a name that differs from the card is handled has not been published as of August 19, 2026. Check the question with the counter before you pay, not after you leave Japan.

You buy food, which carries the 8% reduced rate

The reduced rate of 8% applies to food and drink, but its treatment for tax-free purchase has not been published as of August 19, 2026. Do not assume that a food purchase is refunded in the same way as other goods.

You buy for a family member

The purchase record and the refund follow the buyer who pays at the counter. Ask the counter before you pay which person's details it will record.

Your group members each buy at a different counter

Each member's purchase at each counter is its own record. A group that splits its shopping across counters should expect a separate refund for each purchase.

You want to check the tax inside a 10,000 yen price

The tax inside a tax-included price is one eleventh of the price. For a 10,000 yen price, the tax is 909 yen, and that is the amount the refund is based on.

You do not know which operator a counter uses for refunds

Each shop decides its own arrangement, so the operator can differ from counter to counter. Ask the counter which pattern it uses and which operator will pay the refund.

What is still unannounced as of August 19, 2026, and where would it appear first?

As of August 19, 2026, four points are unannounced: whether a handling fee is deducted from the refund and at what rate, how many days a refund takes, whether cash is available at the airport, and how a name that differs from the card is handled. The Japan Tourism Agency and the Japan Tax-free Shop Association are the places where any of these would be announced first.

Until then, ask the counter which operator refunds, and read the terms that operator gives you before you pay.

The arithmetic, done for you in the shop

The threshold is ¥5,000 before tax, per shop, per day, and receipts from different shops never combine. The Refund Japan app is being built to hold your list, tell you when a basket clears the threshold, keep receipts together and follow each refund until it lands.

Planned release: October 1, 2026. There is nothing to download yet and no waiting list — this site does not collect email addresses.
