Does a Toddler Passport Count for Tax Free in Japan 2026?

What decides whose purchase it is?

• The sealed bag is gone, so what one person buys can be opened and shared while you are still in Japan.
• The daily cap on consumables is abolished, so concentrating a family purchase on one buyer no longer hits the former ¥500,000 ceiling.

Together those make concentration the usual answer. Before the change, spreading a basket sometimes helped; now it rarely does.

When does this come up on a family trip?

You are buying children's clothes and toys

Put them on one buyer who can clear the minimum rather than splitting them across the children.

Your child has their own passport with them

Then they can be the buyer. The question is whether their basket alone reaches ¥5,000 before tax.

The children's passports are in the hotel safe

Register the purchase to whoever has their passport in hand. It cannot be attached later.

You are paying for everything on one card
