Opening a box of sweets or starting a bottle of lotion during the trip is therefore not what the departure check is reading. ## Can you open the package before you leave Japan? For a purchase made from November 1, 2026, yes. The special packaging that came with the consumables category is abolished on that date, so a purchase does not have to travel unopened. What the published conditions still ask for sits somewhere else. The goods leave Japan with the buyer, and if the terminal returns Red the actual item is shown. Open it, use part of it, and carry it out in a state where it can still be shown as the item that was bought. ## What does the tax-free record actually check? Five conditions carry the refund, and not one of them is about wrapping. - **The passport registered at the till, when the purchase is recorded.** That passport is the buyer. - **Whether the goods leave Japan with that buyer**, which is confirmed at departure. - **The qualifying line of ¥5,000 before tax**, counted per buyer, per shop, per day. - **Departure within 90 days of the purchase date.** - **A buyer who is a non-resident**, a foreign traveller staying under six months. The refund is one eleventh of the tax-included price, so a tag reading ¥11,000 carries ¥1,000 of tax and a tag reading ¥110,000 carries ¥10,000. A purchase of ¥1,000,000 or more needs a serial number or something similar registered at the shop. None of that describes how an item has to be packed, and none of it asks whether a box is still closed. ## What happens at departure if you have opened something? A terminal reads the passport, and a Green result means passing through while a Red result means the goods are shown — [Japan Customs](https://www.customs.go.jp/) (checked August 19, 2026). An opened purchase goes through the same reading as an unopened one, because what is read is the passport rather than the packaging. A Red result is where the difference can be felt, since the item is shown as a real object. Something opened but still in the traveller's baggage is a real object. Something that no longer exists cannot leave Japan with the buyer, and leaving Japan with the buyer is the condition the whole refund rests on. How much of a part-used item has to be left, and whether the original box or wrapping is needed for a Red result, are not published as of August 19, 2026. ## What changes on November 1, 2026? - **The general goods and consumables split is abolished**, and the special sealed packaging goes with it, so a purchase can be opened during the trip. - **The tax-included price is paid in the shop**, and the tax comes back after the customs confirmation instead of at the register. - **The confirmation is a passport read at a terminal**, with Green meaning passing through and Red meaning the goods are shown. - **One shop on one day becomes one total** for each buyer, with no category left to sort a receipt into. - **The former daily ceiling on consumables is abolished.** Not one of those lines asks a traveller to keep a purchase wrapped. Purchases up to October 31, 2026 stay under the old system and purchases from November 1, 2026 fall under the new one. There is no transition period between them. ## What has not changed? - **The minimum is ¥5,000 before tax** — ¥5,500 on a tax-included tag. - **It is counted per buyer, per shop, per day**, and receipts from different shops never combine. - **The passport is shown at the till, when the purchase is recorded.** - **The goods leave Japan with the buyer.** - **The system is for non-residents**, foreign travellers staying under six months. - **Departure happens within 90 days** of the purchase date. - **Separate shipment was abolished** at the end of March 2025, so goods cannot be sent out of Japan on their own. ## When does this come up? ### You have started using the cosmetics A bottle you opened on the second night of the trip is still the item that was bought, and the published conditions do not ask whether it was opened. What they ask is that it leaves Japan with you and that it can be shown if the terminal returns Red. ### You opened one box of sweets and ate some The rest of the box is still in your bag, so there is something to show. How much has to be left is not published as of August 19, 2026, which is why a part-eaten box is easier to carry out than a finished one. ### You have begun taking the supplements Starting a course during the trip is not written into the conditions. The bottle with the remaining tablets travels with you and is shown if it is asked for. ### You want to throw away the outer box of an appliance Outer boxes take up more room than the appliance does. Whether the original box is needed for a Red result is not published as of August 19, 2026, so keeping it flat in the suitcase costs less than guessing. ### You cut the tags off the clothes and wore them Wearing a jacket during the trip does not remove it from the purchase, because the jacket is still leaving Japan with you. From November 1, 2026 there is no sealed packaging that a tag would have to stay inside. ### You unwrapped the gift wrapping to check the contents Gift wrapping is the shop's presentation rather than a condition of the refund. Under the system from November 1, 2026 nothing asks for a purchase to stay wrapped. ### You used one sachet out of a sample set A set with one sachet missing is still a set you are carrying out. The remaining sachets are what would be shown if the result is Red. ### You tried it at the hotel and it did not suit you An item you dislike is in the same position as an item you love, as long as it is still with you at departure. Nothing in the conditions reads how the traveller feels about a purchase. ### You want to know how much has to be left That figure is not published as of August 19, 2026. Writing an amount here would mean inventing one, so the honest answer is that the published sources have not set a line yet. ### You bought it on October 31, 2026 or earlier A purchase made up to October 31, 2026 stays under the old system, and the special packaging belongs to that system. A purchase made from November 1, 2026 is the one described on this page. ### Someone tells you that opening it cancels the refund From November 1, 2026 the special sealed packaging is abolished, so opening a purchase is not one of the published conditions. The two that are published are the registered passport and the goods leaving Japan with the buyer. ### You repacked several purchases into one suitcase Repacking does not change what was recorded at the register. Each item is still on the same passport, and each item still has to be with you as you leave Japan. ### You bought on the last evening and opened it at the hotel A late purchase is counted like any other on that shop and that day. The passport went in at the till, and the item travels with you through the confirmation the next morning. ### You want to leave part of it behind in Japan Anything left in Japan is not leaving Japan with the buyer, and that is the condition the refund rests on. An item that was opened but is still in your baggage is a different case from one that stays behind. ## What is unannounced as of August 19, 2026? Whether a handling fee is deducted, how many days the refund takes, where the terminals are placed at each airport, whether cash stays among the refund methods, how a mismatch between a card name and a passport is treated, and how the reduced rate is handled are all unannounced as of August 19, 2026.
