Who the arrangement is for does not move either: it is for travellers staying under six months — [the under-six-months condition](https://refund-japan.com/articles/six-month-rule). ## Where does a visible price meet contents you cannot see? ### You are deciding in front of the shelf and the bag will not be opened first The only measurable thing in front of you is the figure on the tag, because contents that stay hidden cannot be counted, weighed or compared before payment. That makes a fukubukuro the rare purchase where the line is settled before you have any idea what you are carrying, so the decision is arithmetic rather than a judgement about value. ### The bag is tagged at ¥5,000 and you treat that as enough A tag of ¥5,000 in Japan is a tax-included figure, so the amount the line is measured against falls short and the purchase stops under it.
