# Japan Tax-Free 2026: Who Has to Carry the Goods Out of Japan?

> From November 1, 2026 a tax-free purchase in Japan is paid at the tax-included price and the tax comes back after a customs confirmation at departure. The published condition names the buyer carrying the goods out of Japan within 90 days of the purchase date, which is where an errand for someone who is not travelling with you runs into trouble.

Last checked: 2026-09-18

From November 1, 2026 an item you were asked to buy for somebody else still attaches to one passport — the one shown at the register — and the tax on it comes back after a customs confirmation at departure — [Japan Tourism Agency](https://www.mlit.go.jp/kankocho/tax-free/page01_000001_00019.html) (checked August 19, 2026).

That same person carries the two measurements as well: the ¥5,000 before-tax line counted at one shop on one day, and the 90 days from the purchase date in which the goods have to cross the border in that buyer's company — [Japan Tourism Agency](https://www.mlit.go.jp/kankocho/tax-free/page01_000001_00019.html) (checked August 19, 2026).

## Who does an errand purchase belong to, and who carries it out?

Both answers land on the same person, and an errand cannot split them. The sale attaches to the document shown at the counter, and the published condition describes the goods crossing the border in the company of that buyer rather than reaching another country by some other arrangement. There is no field anywhere in those conditions for the person who did the asking, which means an errand creates neither a second owner nor a second carrier. What it does create is a moment where the item changes hands, and the only thing worth deciding is whether that moment falls before the border or after it.

Two different pages meet at this point and are easy to confuse. Which passport a sale attaches to is settled at the counter, and that side is written up on [how a sale fastens itself to one passport at the till](https://refund-japan.com/articles/buying-for-someone). What becomes of the item afterwards is settled by whose hand it is in when the country ends, and that is the page you are reading.

## Which published rules does an errand purchase pass through?

- **The register.** The sale is written against the passport shown there, one sale to one document.
- **The amount.** ¥5,000 before tax for one buyer at one shop on one day, which reads as ¥5,500 on a tax-included shelf tag, with receipts from separate shops kept apart — [Japan Tourism Agency](https://www.mlit.go.jp/kankocho/tax-free/page01_000001_00019.html) (checked August 19, 2026).
- **The buyer.** A non-resident, a foreign traveller staying under six months.
- **The border.** The goods cross it in the buyer's company, inside 90 days counted from the purchase date.
- **The machine.** A terminal reads the passport, a Green result means passing through, and a Red result means the goods themselves are shown — [Japan Customs](https://www.customs.go.jp/) (checked August 19, 2026).
- **The money.** After that confirmation the refund is handed over as cash, by card, through a smartphone payment app, or via an approved sending and receiving operator — [the Japan Tax-free Shop Association](https://zenmenkyo.jp/refund/) (checked August 19, 2026).

Read down that list hunting for somewhere to record the person who asked you, and the list simply has no line for them. An errand either fits inside this shape or it stops being the thing the sources describe.

## Which of the November 1, 2026 changes touch an errand?

- **The tax arrives after the customs confirmation** instead of coming off at the till, which parks the money on the exact step where the goods and the buyer cross the border together.
- **The general goods and consumables split is abolished**, so your own shopping and the shopping you were asked to do fold into a single total for one buyer at one shop on one day.
- **The sealed bag disappears**, so something bought for another person can be opened, tried and repacked while the trip is still going.

An identical item bought on October 31, 2026 and bought on November 1, 2026 falls under two different arrangements, with no intervening period placed between those dates.

## What stays the same for an errand?

- **A passport is shown at the register** and the sale is written against that document.
- **The buyer and the goods cross the border together**, inside 90 days counted from the purchase date.
- **Sending goods separately stopped being an option** at the end of March 2025.

Those three lines are the walls an errand keeps walking into, and nothing in the November change moves any of them.

## Which situations does this actually land in?

### The person who asked you flies home earlier than you

Their departure reads their passport, so your purchase never appears at their gate at all. Handing the bag over the evening before turns a qualifying purchase into an item leaving the country without the buyer it is written against, which is not the shape the condition describes. Keeping it in your own case costs you nothing except space.

### The person who asked you lives in Japan

Then the handover is certain to happen inside the country, and the item finishes its journey in a station café rather than at a border. That is a separate question with an answer of its own, set out on [what happens when an item changes hands before you leave](https://refund-japan.com/articles/gave-item-away-in-japan).

### You plan to give it to them once you are home

This is the shape the condition draws: the goods go out of Japan inside the buyer's own luggage, and who takes them out of a bag in a living room on the far side of the flight is outside everything the published material reads. An errand arranged this way never touches the departure step as an errand at all.

### They sent you the money before you went shopping

Where the money came from and which passport the sale fastened to are two separate records, and only the second one is read at departure. Treating them as one record is what makes this topic feel harder than it is, and the payment side has its own write-up on [which account the payment leaves from](https://refund-japan.com/articles/whose-account).

### Your things and their things go through one checkout

From November 1, 2026 one shop on one day produces a single total for a single buyer, so a mixed basket became simpler to handle rather than harder. The receipt will not divide into yours and theirs, because the axis it divides on is the buyer and the shop rather than the reason each item went in.

### Several colleagues asked you at once

However many requests come in, there is still one document at the end of them, and a bag swollen with other people's shopping counts as one person's shopping. The consequence of that is felt in weight and suitcase space on the way out, not in paperwork at the counter.

### The requests were collected across four shops

Receipts from separate shops are kept apart, so four errands done at four counters stay four purchases however neatly they nest into one carrier bag. Each of the four has to clear the line on its own, and a fifth errand cannot be used to lift a fourth one over it.

### You would rather post the parcel than carry it

Sending goods separately stopped being an option at the end of March 2025, so the sources describe no route by which a recorded purchase leaves the country on its own. However similar the contents, a parcel and a suitcase are not interchangeable in this particular sentence.

### They ask you to send the receipt instead

What the published material describes is a passport being read at departure and goods travelling in the buyer's company. It describes nothing that moves ahead of the buyer on paper, so a receipt posted to another country is not carrying anything with it.

### Your case is overweight and a friend has room

Shifting the items into somebody else's bag settles the scales and opens the border instead, because a Red result asks for the goods themselves and they would then be inside luggage you are not carrying. Settling the weight in the hotel room keeps both problems small and keeps the confirmation short.

### You want to try the thing before you hand it over

The sealed bag disappears from November 1, 2026, so opening a purchase during the trip belongs to the new arrangement rather than threatening it. What did not change is which person walks the opened item through the border, and opening the box does not move that job to the person it is destined for.

### You reach the terminal and the items are in the hold

A Red result asks for the goods themselves, and a suitcase that went down the belt an hour earlier cannot produce them for you. The order of those two moments is decided in a hotel room rather than in a queue, and the step itself is described on [the machine that reads a passport on the way out](https://refund-japan.com/articles/customs-terminal).

### Your basket is sitting just under the line

A basket near ¥5,000 before tax is one where the shop and the calendar day decide whether the purchase counts at all, and adding one more requested item is the ordinary way over it. Whichever way that falls, the carrying-out condition does not soften for a small basket.

### Somebody tells you it depends on who the gift is for

The published conditions name a document and a border crossing, and the recipient is not among the things they name. A confident voice in a shop and a confident voice on a forum earn exactly the same amount of checking before you rearrange a suitcase around either of them.

### You were asked for something priced at ¥1,000,000 or more

A purchase at that level needs a serial number or something equivalent registered at the shop, which makes for a slower counter than an ordinary sale by design. The registration rides on the passport shown there, and the item rides out of the country with the same person it was registered to.

### The last request arrives on the morning of your flight

The day with the least slack in it is the day the border crossing actually happens, and a bag left behind in a hotel lobby is a purchase that never reaches the machine. Putting the final errand into the same case as everything else deletes the decision rather than postponing it to an airport.

## Which pieces are not published as of August 19, 2026?

Two of them sit directly on an errand.

- **Names.** Whether a card spelled differently from the purchaser's passport changes anything is not published as of August 19, 2026, which is worth knowing before anyone offers you their own card for the purchase — see [when the spelling on a card and a passport disagree](https://refund-japan.com/articles/name-mismatch).
- **Fees.** Whether anything at all is deducted from a refund before it reaches the buyer is not published as of August 19, 2026, so an errand cannot be settled up to the last yen in advance.

Everything else left open on August 19, 2026 — where cash can be collected, where the terminals stand inside a given building, how long money takes to arrive, how the 8% reduced rate is treated — belongs to [the Japan Tourism Agency](https://www.mlit.go.jp/kankocho/tax-free/page01_000001_00019.html) (checked August 19, 2026), [the Japan Tax-free Shop Association](https://zenmenkyo.jp/refund/) (checked August 19, 2026) and [Japan Customs](https://www.customs.go.jp/) (checked August 19, 2026), and any answer would surface on those pages first.

Because those points are unpublished as of August 19, 2026, the workable part of an errand is the part that runs on the buyer's own passport and the buyer's own departure, with the handover placed after the flight rather than before it.

## Which questions follow from an errand purchase?

### Can the person who asked me carry it home on their own flight?

The condition describes the goods crossing the border in the company of the buyer the sale attaches to, and that arrangement sits outside it.

### What if I hand the item over before I leave Japan?

Then the item finishes its journey inside the country, and it is not crossing the border with the buyer it is recorded against.

### Can I post it to them from Japan?

Sending goods separately stopped being an option at the end of March 2025.

### Does it change anything that they live in Japan?

Only in that the handover is then certain to happen inside the country, which puts it in the same place as any domestic handover.

### Does it matter whose money paid for it?

The record read at departure is the passport, not the source of the payment.

### Can my items and their items go through one checkout?

From November 1, 2026 one buyer at one shop on one day produces a single total, so a mixed basket is one purchase.

### Do requests collected at several shops add together?

Receipts from separate shops are kept apart, so each shop is counted on its own.

### Does it matter who the item is destined for?

The recipient is not one of the published conditions, which name the document at the till and the crossing at the border.

### Can I open the item before I hand it over?

The sealed bag disappears from November 1, 2026, so a purchase can be opened during the trip.

### Can a travelling companion take my purchases through for me?

The condition describes the buyer carrying them, and a companion arrives at the machine with their own passport and their own shopping.

### What if my purchases are already checked in?

A Red result asks for the goods themselves, which is hard to satisfy from inside a bag that has gone into the hold.

### Can I send them the receipt rather than the goods?

The published material describes a passport read at departure and goods travelling with the buyer, and a receipt on its own is not part of that description.

### How long is there to leave Japan?

90 days counted from the purchase date, with the goods crossing the border in the buyer's company.

### When does the tax arrive?

After the customs confirmation at departure, rather than coming off the price at the till.

### Who is allowed to use the system?

Non-residents, foreign travellers staying under six months.

### Is anything deducted from the refund?

Whether anything at all is deducted is not published as of August 19, 2026.
